Federal Revenue meets CNA and changes rule for delivery of rural producers’ digital cash book

The Brazilian Agriculture and Livestock Confederation (CNA) managed, together with the Federal Revenue Secretariat, to change the minimum annual revenue limit to require the delivery of the Rural Producer's Digital Cash Book (LCDPR).

The new rule is in Normative Instruction No. 1,903, published on Friday (26) in the Official Gazette of the Union. With the decision, rural producers who have annual gross revenue equal to or greater than R$ 4.8 million are obliged to deliver digital bookkeeping. from 2020. In 2019, the minimum value will be R$ 7.2 million already in 2019.

The previous limit was R$ 3.6 million. However, the CNA, in several meetings with the Federal Revenue, argued that this limit should be equated to the same limits for micro and small companies, which is also R$ 4.8 million.

The LCDPR is a rural producer's accounting of the main tax and financial information relating to agricultural activities. In the coming days, the federal agency will publish a document on the website with questions and answers to clarify doubts that have been raised about the book.

The CNA discussed the topic several times this year with the Federal Revenue Service. On Wednesday (24), the matter was discussed with the Federal Revenue Secretary, Marcos Cintra. In addition to the changes in the book limits, another point addressed was obtaining the Debt Clearance Certificate (CND) for those who joined the Rural Tax Regularization Program (PRR) and are having difficulty obtaining the Certificate in their tax residence.
