The Garantia-Safra begins to be paid next Monday (19) to 117,594 family farmers from 77 municipalities in the states of Minas Gerais and Ceará. The payment refers to the 2015/2016 harvest and will be granted to family farmers who joined the program and had proven crop losses of at least 50%, due to the drought. The authorization for payments was published in the Official Gazette of the Union this Friday (16).
Coordinated by the Special Secretariat for Family Agriculture and Agrarian Development (Sead), Garantia-Safra is an action of the National Program for Strengthening Family Agriculture (Pronaf) aimed at family farmers in the Northeast region, in the north of the state of Minas Gerais, Vale do Mucuri, Vale do Jequitinhonha and the north of the state of Espírito Santo? area of activity of the Northeast Development Superintendency (Sudene).
Family farmer Adão Fábio de Oliveira, 33, has been paying the Garantia-Safra since 2012. He grows corn and beans to feed his family in an area of 1.5 hectares. His property is located within the Novo Campo Settlement, on Fazenda Monte Alegre, in the municipality of Banabuiú, in Ceará. For five years, the region has suffered from drought and is within the area eligible for insurance. “The situation is very difficult with the drought, since 2012 I haven’t harvested anything”, he says.
According to Oliveira, almost all 19 farmers in the settlement joined the Garantia-Safra. “This money helps with the financial situation to support the family”, he says.
Before planting
The general coordinator of Garantia-Safra at SAF/Sead, Dione Freitas, explains that signing up for insurance must be done before starting planting. “Family farmers must register for Garantia-Safra at the local technical assistance office or at the rural workers union. After the registration period, the municipal council analyzes whether the registered farmers have the profile to participate in the program and approves the list of registrants, and the city hall, through the Garantia-Safra System, is responsible for generating, printing and distributing the invoices, worth of R$ 17.00, for farmers to sign up”.
Dione estimates that, due to the drought, 70% of the family farmers who paid the Harvest Guarantee are entitled to receive the benefit in the total amount of R$ 850. “The amount is paid in five installments of R$ 170. Each installment is available for up to 120 days to be withdrawn, then the Harvest Guarantee fund is returned”, he highlights.
Payment of the Garantia-Safra is made using a card with a Social Identification Number (NIS) issued by Caixa Econômica Federal (CEF). Bolsa-Família beneficiaries use the same program card. Payment can be collected at CEF agencies or lottery outlets.
Crops covered by the crop guarantee: Beans, rice, cassava, cotton, corn, rice and/or crops defined by the Crop Guarantee Fund.
