The Agricultural Parliamentary Front held, this Monday (03), a debate on the milk production chain, within the scope of income guarantee policies for the sector. The live was mediated by federal deputy Aline Sleutjes (PSL-PR) and included the participation of the technical director of Emater-MG, Feliciano Nogueira; the technical director of Embrapa-MG, Paulo Martins; the Undersecretary of Agricultural Policy at the Ministry of Economy, Rogério Boueri; the representative of the Ministry of Citizenship, Ênio Marques; the representative of the Ministry of Agriculture, Márcio Madalena; and the representative of the Milk Sector Chamber, Roneil Volpi.
Representative Aline Sleutjes opened the debate by emphasizing the relevance of the dairy chain for Brazil's economy. “We are dealing with an extremely important product, which employs up to 20 million families directly and indirectly and which has brought so many innovations over the years”, highlighted the parliamentarian.
Rogério Boueri complemented the deputy's speech, saying that “it is an important chain in terms of number of jobs and that it has a national scope”. The Undersecretary of Agricultural Policy at the Ministry of Economy said that the aim is to try to find solutions to improve the economic functioning of the dairy chain.
“We are studying what measures we can adopt that could encourage advance pricing. We also support Mapa on the issue of technical assistance and rural extension and we believe that this is the key to productivity”, declared the undersecretary.
For Paulo Martins, the most complex production chain is milk. “Technical assistance is necessary and we need to ensure that the technological transformation process allows producers to escape the situation they find themselves in”, stated the technical director of Embrapa-MG.
Martins also said that the technology generated does not guarantee a future for the rest of his life. “We need to be constantly updating ourselves and there is no point in having a stock of technology if it does not reach the producer”, he added.
Márcio Madalena cited problems that still exist from the gate to the inside. “Unfortunately, not all producers know how to calculate their production costs, we have difficulty professionalizing some branches of the dairy sector that weigh heavily on the process”, explained the representative of the Ministry of Agriculture.
Márcio understands that it is necessary to work on cooperativism “not only as an economic and social organization, but as a great tool for the milk producer”. Representative Sleutjes added that “we know that the blanket is short, that the government cannot cover and handle everything. We need to list priorities.”
Representative of the Ministry of Citizenship, Ênio Marques informed that there is a series of actions to create an exit route for producers “with microcredit, solidarity economy actions, even a redesign in supporting the qualification of people to assist in this process of supporting the rural producer, including in the milk production chain”.
Feliciano Nogueira, from Emater-MG, understands that technical assistance and rural extension to family farmers who earn their livelihood from dairy farming are essential. “At Emater-MG we have a strategic agenda for dairy cattle farming, in which we work on all the nuances within the property, especially with family farmers”, said Nogueira.
“We also work on professionalization and management with producers”, said Feliciano Nogueira, who added a request: “We need to strengthen Anater (National Agency for Technical Assistance and Rural Extension) so that the agency can play the role of strengthening technical assistance and state public rural extension”.
Roneil Volpi, representative of the Milk Sector Chamber, warned of the reality inherent to milk producers in the country. “Anyone who wants to continue being a milk producer must be aware that every day it will be necessary to produce more milk, with higher quality and at less cost. This means sustainability”, warned Volpi.
Next Monday (10), at 3 pm, the last of this series of lives proposed by the Parliamentary Agricultural Front (FPA) on the milk production chain will be held, with the theme “Public Policies for the Dairy Sector”.
