CNA updates balance of actions to support agribusiness

The technical superintendent of the Brazilian Agriculture and Livestock Confederation (CNA), Bruno Lucchi, and the CNA/Senar System Innovation coordinator, Matheus Ferreira, participated on Friday (17) in a live conversation on Instagram to talk about the main actions of the entity to reduce the impacts of the quarantine on the agricultural sector.

During the debate, Lucchi took stock of the Confederation's measures and strategies to support rural producers in the crisis caused by the coronavirus (COVID-19). One of them was the guarantee that agricultural activity was established as an essential service during the period of public calamity (Decree nº 10,282).

Then, the superintendent spoke about the launch of an online booklet with recommendations for preventing coronavirus on rural properties. “From the beginning, our concern was to guarantee the health of producers and field workers. To this end, the National Rural Learning Service and the Ministries of Agriculture and Health produced the document with guidelines and protection measures”, he said.

Another point highlighted was the sector’s production costs. “Knowing that there would be a rise in the dollar, we proposed the extension of the ICMS 100 agreement, which has already been met, and the suspension of the Additional Freight Charge for Renewal of the Merchant Marine (AFREM), due to imported products such as fertilizers”.

Credit – Lucchi also cited measures to extend deadlines for payments on rural financing and for access to credit and also reported that this week the Confederation requested the Federal Revenue to extend the deadline for providing information on the Value of Bare Land (VTN) .

Furthermore, the CNA and nine other entities in the sugar-energy sector sent to the President of the Republic, Jair Bolsonaro, and the Minister of Agriculture, Tereza Cristina, a document with emergency measures to avoid the collapse of the segment in the face of the pandemic and low international sugar prices. Petroleum.

According to Lucchi, among the proposed measures are the institution of a warrantage program (use of the product as collateral for a loan), the temporary exemption from PIS/Cofins on hydrated ethanol and the increase in the Economic Domain Intervention Contribution (Cide) on gasoline to recover the competitiveness of ethanol.

Resolution 4,801, published by the National Monetary Council (CMN), which authorizes the extension of the reimbursement of rural credit operations for the cost and investment of producers affected due to the pandemic, was another achievement of the CNA. According to the rule, funding and investment installments already due or due in the period from January 1st to August 14th of this year can be extended until August 15th.

Marketing – Other important measures highlighted during the conversation were those to support the marketing of agricultural products. The CNA technical superintendent highlighted the maintenance of the National School Feeding Program (PNAE) for the direct acquisition of food from rural producers, the return of open-air markets and the opening of the South Korean market to Brazilian shrimp.

Still on commercialization, the Innovation Coordinator of the CNA/Senar System, Matheus Ferreira, spoke about the launch of a national e-commerce platform, which will bring together rural producers, applications, supermarket chains and freight service providers to facilitate the commercialization of field products. “We believe that this platform will be one of the main legacies of this crisis. It emerged as an alternative marketing channel for the producer to guarantee food for the Brazilian population during this period”.

The platform, available on the marketplace.cnabrasil.org.br portal, has three registration formats: one for the producer, who can register their region and the products they have available, another for the buyer, who will inform their demand and scope , and another for transporters, who will be able to deliver the products.

Results – the channel was launched on the 15th and is already showing results. According to Matheus Ferreira, more than 200 producers from 22 Brazilian states have already registered. The main products registered are from fruit and vegetable chains, such as lettuce, bananas, tomatoes, cassava, limes, avocados, pumpkins and oranges. Regarding those interested, more than 100 buyers from 20 states registered, including supermarkets, cooperatives and small businesses. “We already have 228 registered municipalities, 10% of which are registered buyers and sellers, that is, they are from the same region, but probably don't know each other. Our objective is also to get in touch with them so that the negotiation can progress”, he explained.

At the end of the conversation, the Innovation Coordinator of the CNA/Senar System recalled that when registering on the platform, the producer can also download the guide with instructions on how to sell the product online. The publication provides, in addition to information about packaging, volume and weight, tips on how to make the product more attractive to the consumer.
