China launches plan to transform itself into an “agricultural power”

The Chinese government this week released a new plan to promote “rural revitalization, accelerate agricultural modernization and transform China into an agricultural powerhouse”. Called “Central Document No. 1”, the project outlines nine tasks that will be used later this year to prioritize the basis of “agriculture, rural areas and farmers”.

Every year, China's central authorities release a first official statement, in a document that is seen as an indicator of political priorities. Work in agriculture and rural areas has been at the top of the agenda for 20 consecutive years since 2004.

“The document not only details key tasks to comprehensively promote rural revitalization, but also puts forward specific arrangements to accelerate the building of China's strength in agriculture. One of the most important tasks is to strengthen agriculture through science and technology”, reports CGTN (China Global Television Network).

According to the Chinese agency, the document emphasizes the need to promote breakthroughs in key essential agricultural technologies, establish agricultural laboratories and innovation centers, strengthen basic long-term observation and experiments in agriculture. Furthermore, it aims to accelerate the research and development of large-scale intelligent agricultural machinery and equipment and reinvigorate the seed industry by building a sharing mechanism for identifying and evaluating genetic resources.

The document also calls for “promoting the green development of agriculture by establishing a system of collection, utilization and treatment of agricultural waste and a monitoring system for protection of the agro-ecological environment, introducing regulations on compensation for ecological protection, strictly enforcing the fishing moratorium, and intensify efforts to protect and restore pastures.”

China also intends to improve agricultural infrastructure and increase the recovery of abandoned agricultural land. The Asian giant also wants to advance major water conservation projects, accelerate the construction of the national conservation network and strengthen the country's ability to prevent and mitigate natural disasters for agriculture through meteorological observation and monitoring of diseases and pests.

Finally, to ensure stable production and adequate supply of grains and other important agricultural products, the document highlights that the goal is to maintain an annual production of 650 million tons of grains. For this purpose, it is planned, mainly, to expand the area planted with soybeans and oilseeds.
