Ukraine says Russia effectively stopped Black Sea grain deal

Russia has effectively disrupted the Black Sea grain deal by refusing to register arriving ships, Ukraine's reconstruction ministry said on Monday.

Ukrainian Black Sea ports were blocked after Russia's invasion last year, but access to three of them was freed last July under an agreement between Moscow and Kiev brokered by the United Nations and Turkey.

“The Russian Federation has once again effectively halted the Grain Initiative by refusing to register arriving ships and carry out their inspections. This approach contradicts the terms of the current agreement,” the ministry said in a statement.

He said 90 ships, including 62 cargo ships, were waiting in Turkish territorial waters for approval to proceed to Ukrainian ports.

Moscow has threatened to pull out of the deal aimed at helping ease the global food crisis. Turkey and the United Nations are working to extend the initiative, which expires on May 18.
