It is estimated that the percentage of biodegradable fuel added to diesel in Brazil will reach 15% by 2026. From April this year, the rate jumps from 10% to 12%.
The gradual change in the percentages of biodiesel added to diesel oil sold to the end consumer in Brazil was made official this Wednesday, 3/29. The Official Gazette of the Union contains Resolution No. 16 of the National Energy Policy Council (CNPE), which lists the Federal Government's new guidelines for the topic.

From April 1, 2023, the blend of biodiesel in diesel will be increased from 10% to 12%. One year later, in 2024, the percentage will rise to 13%. In 2025, it will reach 14% and, in 2026, it will reach 15%. Biodiesel is a biodegradable fuel produced from renewable sources, such as vegetable oils and animal fats, in a process that is much less polluting than petroleum derivatives.
The date for entry into force of the above levels can be brought forward based on an assessment by the CNPE of aspects related to the supply and demand of biodiesel. The estimate is that national production will increase from the current 6.3 billion liters per year to more than 10 billion by 2026. In addition, it is planned to reduce imports of 1 billion liters of diesel oil in 2023 and 4 billion liters in 2026.
“This measure offers security and predictability to the sector, encourages the creation of jobs and investments in the biofuels area and contributes to the reduction of imports. The decision rescues the National Program for the Production and Use of Biodiesel and reinforces the national energy transition strategy, in addition to consolidating Brazil as one of the largest producers of biofuels in the world”, stated the Minister of Mines and Energy, Alexandre Silveira, on the day in which the measure was approved by the CNPE, on March 17th. The meeting in which the decision was taken was attended by the President of the Republic, Luiz Inácio Lula da Silva.
FAMILY FARMING – The text of the resolution also foresees a growing increase in the promotion of biofuel production in partnership with family farming in the North, Northeast and semi-arid regions. The CNPE established targets for the effective value allocated to purchases from the Social Biofuel Seal Program of at least 10% in 2024; 15% in 2025 and 20% from 2026.
