The announcement was made by deputy Alceu Moreira, upon taking office as president of the Mixed Biodiesel Parliamentary Front (FPBio), this Wednesday (22), in the Chamber of Deputies, in Brasília. The front has 220 deputies and senators.
The government's decision, last week, to reestablish a schedule to gradually increase the mixture of biodiesel to diesel oil, which will boost the production of biodiesel use in the country, will have consequences. The Mixed Biodiesel Parliamentary Front (FPBio) is preparing a legislative proposal, with the weight of the representation of its 220 parliamentarians, to establish the basis of the debate around a Ten-Year Plan for biodiesel. The objective is to provide greater advance notice to define planning, strategies, production and expansion of biodiesel in the country.

“After coordination over the last few years, led by FPBio and with support from the biodiesel sector, the government reestablished a schedule for the gradual increase in the mixture content. This ensures predictability and legal security for the sector, and with the Ten-Year Plan we will further improve the foundations for the sustainable expansion of biodiesel in Brazil”, said federal deputy Alceu Moreira (MDB-RS).
He took office as President of FPBio, in a ceremony in the Noble Hall of the Chamber of Deputies, in Brasília, on the afternoon of this Wednesday (22/3). The ceremony was attended by more than 40 federal parliamentarians, as well as high-ranking representatives of the federal government, businesspeople and representatives of family farming.
The Front's Board includes relevant names from the National Congress, such as: federal deputy Orlando Silva (PcdoB-SP); senator and former minister Tereza Cristina (PP-MS); the former president of FPBio and current president of the Parliamentary Front for Agriculture, deputy Pedro Lupion (PP-PR); Senator Irajá (PSD-GO), among others.
On March 17th, the National Energy Policy Council (CNPE) announced that the mixture of biodiesel with diesel oil will increase from 10% (B10 mixture) to 12% (B12) from April 1st. Afterwards, the content will be increased to 13% (B13) in April 2024, to 14% (B14) in April 2025 and to 15% (B15) in April 2026. Regarding this schedule, Alceu Moreira cited statements from the Minister of Agriculture and Livestock , Carlos Fávaro, that the government will be able to bring forward this schedule for gradually increasing the mixture. “It is another advance in relation to what was achieved until 2022, when the mixture was frozen at just 10%”, he stated.
“When we say that biodiesel prevents diseases and deaths, promotes quality of life, improves our environment, creates opportunities for thousands of people, only these points should justify its rapid expansion. But in the world of politics, we know that we need to go further. It takes a lot of debate, a lot of studies, a lot of articulation, in order to converge legitimate interests”, said the president of FPBio.
Project to track the quality of diesel sold at pumps
In addition to the news about the Ten-Year Plan, Alceu Moreira said that FPBio will coordinate the processing of bill no. 134/2020 this year. It establishes a system for tracking the quality of diesel sold at the pumps, the so-called diesel B – which contains a small portion of biodiesel.
In fact, this system should track all biodiesel and mineral diesel chains. The objective is to identify sources of any problems that may be detected in engines, machines and equipment that use the mixture. Studies conducted by the government evaluate that biodiesel does not cause problems, as long as the technical recommendations of the National Petroleum, Natural Gas and Biofuels Agency (ANP) are followed.
Public hearing to debate biodiesel
Alceu Moreira also announced that FPBio will request a public hearing at the Chamber's Agriculture Committee so that representatives of business sectors that criticize the quality of biodiesel can explain this position and present technical evidence. “The biodiesel sector is absolutely certain about the high quality of the product it puts on the market,” he stated.
Financing to develop technologies linked to biodiesel
The front president also said that FPBio will intercede with the government and other agents to make the creation of financing lines for the mechanical engineering area viable. “One of the objectives is to train Brazilian professionals and companies to produce engines and equipment that work with 100% biodiesel and that are references for the world”, he stated.
Another action in FPBio's plans is to sign an agreement with Embrapa to develop crops that can be used in the biodiesel production matrix in Brazil, which will open up space to expand this production to more locations across the country.
Biodiesel recognized as a central agent of public policies
Alceu Moreira celebrates that after the political action of FPBio parliamentarians and the biodiesel sector itself, “we saw that the government's understanding that this product is much more than a clean fuel is advancing. He is now seen as a central figure in public policies that can multiply socio-environmental and economic benefits for Brazilians”.
