Map updates conditions for registration in the National Family Farming Registry

Among the main changes is the expansion of the beneficiary public of the National Family Farming Policy (Pronaf).

Ordinance No. 293 was published this Tuesday (20), in the Official Gazette of the Union (DOU), through the Secretariat of Family Agriculture and Cooperatives of the Ministry of Agriculture, Livestock and Supply (SAF/Mapa), which establishes the general conditions and procedures for registration in the National Family Farming Registry (CAF). The ordinance comes into force from the date of its publication.

After a series of technical meetings held with the aim of training the teams of registrants linked to the entities of the Network of Accredited Entities to register with the CAF (CAF Network), it was verified the need to change the rules established in the SAF/MAPA Ordinance nº 242, of November 8, 2021, improving standards and concepts through new devices that aim to expand the beneficiary public of the National Family Farming Policy (Pronaf).

The main change is the possibility that rural family entrepreneurs, individual microentrepreneurs, microentrepreneurs and small businesses can also register with the CAF, as long as they meet the established requirements. Registration remains prohibited for individuals who are owners or majority shareholders of companies, as well as directors, managing partners and administrators of business companies.

The normative act also brings changes with regard to the registration of beneficiaries of the National Agrarian Reform Program (PNRA) and the National Land Credit Program (PNCF). The new wording expands the entry of this specific public to obtain registration with the CAF.

Since November 1, according to Ordinance No. 174, of June 28, 2022, the CAF has been the only tool for family farmers to access actions, programs and public policies aimed at generating income and strengthening family farming.

The instrument is used to identify and qualify the Family Agricultural Production Units (UFPA) of family farming, Rural Family Enterprises and the associative forms of organization of family farming.
