Anvisa (National Health Surveillance Agency) opened a Public Consultation (CP no. 313) to receive external suggestions regarding updating its administrative procedures for the toxicological reassessment of agrochemicals. Representatives of civil society and citizens will have 60 days to send their contributions from February 24, 2017, when the measure was published in the Official Gazette of the Union (DOU).
Anvisa's technical area states that the currently current standard (RDC no. 48/2008) will be revoked because it no longer meets the needs of Brazilian agriculture, as well as impairing the effectiveness of the toxicological reassessments carried out by the body. They point out several limitations, such as the lack of definition of criteria for prioritizing active ingredients, in addition to the absence of more detailed procedures for the activity.
According to Anvisa, one of the most important points is the definition of criteria for the selection of active ingredients that should be subject to reevaluation. The standard also provides for the publication of a list of active ingredients selected for reevaluation “well in advance, in order to provide greater predictability to society, the pesticide production sector and users of these products. This way, users and the production sector will have more time to start searching for alternatives to active ingredients that may be subject to restrictions or bans after reevaluation.”
Contributions to the Public Consultation may only be sent using an electronic form, without the use of email. Physical correspondence will only be accepted in extreme cases, in which the citizen does not have access to the internet. Anvisa will accept international suggestions, which can be sent to the address: National Health Surveillance Agency/International Affairs Advisory (AINTE), SIA stretch 5, Special Area 57, Brasília-DF, CEP 71.205-050.
At the end of the Public Consultation period, on May 2, 2017, the Agency will analyze the contributions and write the final proposal that will be sent to the Collegiate Board for voting.
