The Russian government considers export bans for key crops, including wheat, barley, corn and rye, if domestic reserves fall beyond the critical limit of 10 million tons

This consideration is detailed in the protocol of the working group on non-tariff regulatory measures in foreign trade, under the subcommittee on tariff and non-tariff regulation, as reported by the newspaper Izvestiya this Tuesday (28).

“According to the Ministry of Agriculture of the Russian Federation, the level of grain residues is critically low – 10 million tons, which will be enough for about 1.5 months. This is calculated based on annual consumption in Russia, which is 80 to 85 million tonnes of grain”, emphasizes the document.

Working group recommends strict monitoring and possible temporary ban on grain exports

The working group concluded that the Ministry of Agriculture should carry out monthly monitoring of grain reserves. If the Ministry of Agriculture detects a reduction to a critically low level, it must prepare and promptly send a proposal to the Ministry of Industry and Trade and the Ministry of Economic Development for a temporary ban on the export of grain crops.

The Ministry of Agriculture must send this information, and the ministries must consider it within a week, as advocated by the document.

The Ministry of Industry and Commerce confirmed the working group meeting on the topic of monitoring and establishing the temporary export ban. The subcommittee on tariff and non-tariff regulation instructed the Ministry of Agriculture to monitor grain reserves. If they decrease, you must submit relevant materials to the Ministry of Economic Development. In addition, it communicated to the Ministry of Industry and Commerce for consideration of the export ban.

The department noted that there are large stocks remaining from last year. Furthermore, the high harvest of 2023 contributed to sufficient stocks. The Eurasian country ensures food security.
